I'm pretty sure that is Russ Kall's work. Note the printed tape on the new caps and the bent legs on the extra OPT's.
(To save time Russ uses an existing hole to mount the OPT's. Everyone else drills a new hole a bit lower.)

If it is one of Russ's, and it doesn't have one of the bad Transistors (at some point he ended up with a batch of counterfeits) , it will be fine. I had a couple different amps that he did the mods on. I run my amps pretty hard and never had an issue.
